EU and Philippines Launch an AI Industry Lab Under DOST’s NAICRI to Help Firms Test Before They Invest

The European Union and the Philippines have launched the EU–Philippines AI Industry Lab, a joint facility meant to help local businesses adopt AI, lift productivity and attract investment, Context.ph reported. The lab was launched on October 22 at the 2026 AI Forum of the European Chamber of Commerce of the Philippines (ECCP) and forms part of the EU's €40-million digital cooperation programme with the Philippines under its Global Gateway strategy.

It will operate under the Department of Science and Technology's National AI Center for Research and Innovation (NAICRI), in support of the National AI Strategy. Its central goal is to close the gap between AI research and commercial use so that Philippine companies, including micro, small and medium enterprises, can test technologies, develop products and plug into global value chains. Priority areas are energy, healthcare, environmental management and disaster resilience.

Through links with European Digital Innovation Hubs, AI Factories and Philippine research institutions, the lab is expected to offer access to AI infrastructure, cloud services, datasets and technical expertise, and to connect local firms with European technology providers and investors, so businesses can evaluate applications before committing capital. Cooperation will also cover cybersecurity, data protection, interoperability, intellectual property and responsible AI governance. The launch follows the upgrade of EU–Philippines ties to an Enhanced Partnership in July 2026 and the substantial conclusion of free trade talks.

What it means in practice

For a small firm, the attraction is being able to try an AI tool on real infrastructure without first buying servers or hiring a data team. Context.ph cautions that the lab's commercial impact will depend on whether pilots become scalable applications backed by skills, financing and reliable digital infrastructure, and that its value will hinge on how many businesses it actually reaches.

The lab answers a request the same chamber made last week, when the European Chamber urged tighter coordination to win AI and chip investment. It also adds to DOST's growing AI portfolio, from its ₱300 million seed for domestic AI data-centre capacity to pressure to scale iTanong and homegrown Filipino LLMs.

What to watch: when the lab opens its first call for companies, which European AI Factories partner with NAICRI, and whether disaster-resilience pilots reach local governments before the next typhoon season.
